Massawa Port Master Plan and Free Trade Zone Project

Country: Eritrea
Client: Ministry of Transport, Department of Marine Transport and Communications/World Bank

A port master plan study including development and planning studies for a free economic zone/export processing zone are currently being carried out by Royal Haskoning in a USD 900,000 consultancy assignment for Eritrea’s Department of Transport, funded by the World Bank. The existing port is under review and the strength and opportunities are being assessed. A master plan for the port sector in the city is being prepared including the development of a free economic zone.

This includes a full spectrum of consultancy services, comprising: a marketing strategy; recommendations on the development strategy; physical master and master planning; formalisation of strategic organisation and manpower development plans; IT improvement plans; environmental studies; financial/economic feasibility studies.

The environmental aspects to this project were in particular a major focus for the project and entailed the undertaking of a full scale review and assessment, and the production of a comprehensive environmental impact report and strategy as part of the master plan.

Within the context of the development of the free economic zone a master plan is prepared for the adjacent waterfront facilities, including their impact on the feasibility of the free trade zone.
